That was a very sloppy job. Butcher job to be exact. I cut the holes as
a 1" hole and then carefully slotted it to the edge with a frameless
hacksaw. Then there were pieces of self adhesive foam that went around
the belt, after the belt was installed and tightened. 
The air cleaner connected to it original place, with an adapter
extension, and a rubber gasket to fill the gap when the upper piece was
turned.
