If you ground #19 and the pump runs, then you've checked the pump, the relay, and all the wiring back to the point where you grounded #19. That leaves the FI harness to the grounding point, the brain and the brain's ground, plus those things that signal the brain that it should turn on the pump: the enrichment wire to the starter and the trigger points in the dist.
