If it's a '65, then I believe it has to be a euro version, since the first year

Official import to the US began with the 1966 model year, but beginning with the 1965 model year you could special order a US-spec 1500S Squareback through the tourist delivery program. There was a VWoA brochure for the '65 Squareback (printed in the US) that described the tourist program. They were essentially the same as the Canadian-spec models. I used to own one of these '65s, and the parking lights went out when the headlights came on.

As far as I can tell Type 3s were imported to Canada right from the beginning in 1962.
