The shaft is supposed to turn 2 cams,  one on each side. The usual 
failure is that the roll pins which attach each cam to the shaft 
either shear off or fall out. Check that, if that's the problem you 
can just drive in new pins and you're done. It's not hard and you 
might be able to find pins at a good hardware store.

No, all this stuff is easily accessible just by removing the seat 
from the car.
