<x-flowed>Putting on my weird thinking cap leads me to think that the condensation on the underside of the dash would need a place to go, so they put in a drip tube.
Was the dash significantly redesigned in later years to avoid such a situation? and really early ones having a significant rust problem in this area?

I have yet to figure it out exactly. I do know they are on both sides of the car, and there was no hose on them. They were sealed to the bottom of the fender, but they are open to the interior of the car.
