What keeps this from happening? There should be a pedal stop plate on the floor. It is a small plate with one edge bent up and with an oval hole that an 8mm fixing bolt goes down thru. You should see a threaded hole (square nut welded to the underside) in the pan where this goes. The bent up edge faces to the rear and engages the tabs on the bottom of each of the pedals. You loosen the bolt and slide the plate around until the brake pedal free play is correct and the 2 pedals are in line. You've probably got that part somewhere, but you must have taken it off when you refinished the pan.
