Your holes were up near the top, just under where that steel clamp braces the tube, not down under the rubber grommet, but I've never seen anything like this in the rusty salty midwest. I had one where the little overflow nipple rusted off, and I took that one out and brazed in a new pipe there. That one also got brass on the cap sealing surface, but only because it was out of the car already. I think the rest of that pipe still had it's black factory paint over most of it.
