<x-flowed>This is an early indication that the cable needs to be lubricated. The lube has dried out and binds the cable just a bit causing it to start-stop at low speeds, at high speeds it rotates fine as it's past the friction-stop point.
Failure to fix this will result in a broken cable.
Other's may chime in with the fix, I can't rememer what I've done in the past, but I've tried various methods.
