[T3] Driver's side seatbelt bolt location

I just realized that there is no bolt hole in the driver's side sill  
for the bottom mounting point of the seatbelt. There is one on the  
passenger side. Before I cut a hole and weld in a mounting point it  
occurred to me that on this side the bottom part of the seatbelt  
mounts  to the floor? I understand that the sill or heater channel  
comes from aq later model notch, like perhaps a 67 or 68. Does anyone  
know? Thanks.
