Also, the quality of repro needle valves in some kits is reputed to be poor. I haven't found this but I've seen lots of discussion on the T34 list about it. Yes, I know about the needle valves. We changed the needle valve on our Polo a long time ago - then the 'new' one fell apart! Replaced the old one (never throw anything away, eh Jim?) and it was fine for years more use - to the end in fact! I can't recall if the Type 3 kits I have include the accel pump diaphragm. I saw someone a while ago had replaced the Type 3 brass bit onto a 34PICT-3 kit diaphragm, so I'm sure something is possible with a bit of improvisation. There are a couple of places I know of that restore carbs - one is around £100 per carb, another will do both for the same money, but I have not had any feedback on the cheaper place, so I'm not sure I trust them to do a good job.
