Hmmm..., in that case, I guess I'm confused, too. Do I understand correctly that the parking brake actually worked better before you (only) adjusted the star wheels? If so, then everything at the back must be installed okay. Pull up the lever cover and look under the pivot. You can see the 2 cables. Verify that they are "inside" the semi-circular section that wraps them around the corner. If they have slipped outside, pulling up on the lever won't shorten the cable. This is a long shot, but it's my only guess at this point, unless you disturbed something else inside the drums.
