That sounds pretty high for idle, or did you blip the throttle while you were 
measuring? Even at med rpm, which is really when you need to do this 
measurement, 14.45 is higher than I'd expect at the fuse box, just because we'd 
expect some voltage drop between the VR and the fuse box.  

What we're looking for is the voltage that it levels off to, at higher rpm.

OTOH, the VRs seldom fail high, so it's probably fine.
