Okay, that means that at least most of your system is working. Now 
connect your voltmeter between ground and one of the wires on the 
fuel pump relay. You want the red wire that joins with a brown wire 
and disappears out thru a grommet in the firewall. Those go to the 
fuel pump. You want to watch that wire to make sure that you're 
getting full power to the pump (that whirr tells you that the main 
relay is working, the brain is working, most of the wiring harness is 
okay, and that the pump relay and pump are at least mostly working.)

When you turn the key ON, you should hear the clicks and the whirr, 
and you should also see the meter register about 12V.  Try this. If 
you only see 6V then you may just have a bad relay contact. You need 
to make sure there's enough time for the meter to stabilize, so you 
may need to run the starter for a few seconds to keep the relay 
energized.

If the relay and pump all seem fine, go to the engine and open the 
test port for the fuel pressure. If you can find someone with a 
gauge, put it on there and check to make sure that you're actually 
getting pressure. If you don't have a gauge, you can get a friend to 
watch while you turn the key ON once and see if gas sprays out. 

BE VERY CAREFUL if you try this. No smoking, sparks, or flames in the 
area. Don't do it in a garage, only outside.
