 Start by finding the connector that goes to the throttle valve switch, and 
count the pins there.

68-9: 2 pins
70-1: 4 pins
72-3: 5 pins

Within those three eras there were some variations, but that will narrow it 
down. I think there were more different harnesses that came on cars than VW 
sold as replacements, just because the replacements were more generic, but 
there was at least one replacement for each of the 3 generations above.  

BTW, the 72-3 throttle valve switches have a potential problem that you CAN 
weed out beforehand. Get a good sensitive DVM and measure between the 2 pins 
that normally give out the alternating pulses to the brain. You should get NO 
flicker of resistance between these 2 pins at any point along the range of 
motion of that shaft. In other words, the slider is supposed to connect to 
those 2 pins alternately, but it should never short them together.
