The T-3 WAS the original dog house design. VW ducted the air that went
over the cooler out and under the car towards the front. If the tin is
installed correctly, none of the air that has been across the cooler
goes across the cylinders and head.
As for stretching valves, this has been proven by VW back in the '60's
to be caused by worn exhaust guides. 
If as the person stated, the the spring was against the rocker arm, then
this is a spring retainer failure. If it is a case of the valve just
tightening up, then this is either a valve stem stretching, or a valve
seat sinking into the head.
