I guess I need to take another look at the one in my basement. I don't recall ever noticing any plastic in those (we're talking about the lower pivot, right?) This makes me wonder whether there was a difference over the years. The late ones that I'm familiar with have a plain steel shaft that comes down from the vent window. That shaft is clamped between two pressed steel plates which form a hinged clamshell which pinches down on the shaft. There is a bolt that you tighten to pull the clamshell halves together to adjust the tension.
