I think you're talking about what I call the breaker plate, or points 
plate. Those two plates only move in response to the vacuum advance, 
which doesn't do much on these cars, so if it's stuck the only change 
you'll notice is a small drop in gas mileage.

When I rebuild a distributor, I take these plates apart, stone down 
any burrs, and put moly grease between the plates. If the bearing 
surfaces between these plates are worn, you have to replace the 
assembly.

The vacuum advance is doing nothing at those times, so look 
elsewhere. How about the mechanical advance? It should be completely 
free. Grab the rotor and twist it CW; it should turn against a spring 
and up to a stop. When you release it, it should snap back smartly. 
It should not be sticky or gritty.

Check your dwell, timing, and valve adjustment. 

Check fuel pressure (unless you've already done this before; it is 
unlikely to ever change on you.)

Check the charging system voltage, it should go up to 14V once you 
get up to medium rpm.

Check your pressure sensor hose and make sure the pressure sensor 
itself will hold vacuum.
