The cover actually slips inside it, so that the seal occurs agains the outside surface of the cover, about 5mm back of the leading edge of the cover. That's why the cover is tapered there, and it would be good to check that edge for burrs while it's out. The outside face also needs to be free of rust and dirt in order for the O-ring to work. If it's really missing, that would be good news. Make sure that it's not broken and dropped down under the governor.
