Carb? I can imagine that the air cleaner might be over there, but not the carb. 
Maybe I just don't know the carbs well enough.

It's possible. I think I've seen supports like this on early carb engines, but 
they just had a single arm. I've also seen LOTS of these brackets where one arm 
was broken off. I was guessing that VW went to the 2 sided version for all 
cars. I know they were in use by 68 with the introduction of the FI, but maybe 
they kept the other version in use with carbs.

In that location it was FI only, for the fuel line. I think VW used exactly the 
same clips in several places over the years for different purposes.
