The problem is probably inside the sender, but you can test this by getting a friend to watch the gauge while you play with the sender wire. The gauge should read full when you ground the sender wire and empty when you disconnect it from everything. You can take out the sender and open it up. It sounds like the float is stuck. You probably just need to clean it out. Unfortunately, this probably means that your tank is full of mud and water. You probably have bigger problems, most likely related to a broken overflow hose.
