Vacuum leaks; anything that will let extra air into the intake system. It could 
even be the throttle valve not closing all the way.

There's no reason to plug the vacuum ports. They don't let in enough air to 
matter. Every manual repeats this instruction, but it's just boiler plate.

Do you have the right pulley with the right timing markings? The '72 should 
have a fan marked like this:

|    |    |  |         (-5, TDC, +5, +7.5)

while the early fan looks like:  

     |      |  |  |    (TDC, +7.5, +10, +12.5)

If you have the early pulley but are interpreting it as the late one, then this 
will certainly confuse things. If so, you wouldn't have to replace the pulley; 
you could just estimate where -5 should be.

Make sure you're following the special '72 timing instructions correctly, but 
it sounds like you are.

With the hoses off, you really only have to get the engine speed down far 
enough that the mechanical advance has not started to kick in. That's all you 
really need to do. That usually means anywhere below 1000 rpm, so you're 
probably okay.
