If it was just age and a resulting set, then readjusting to the stock angles 
should put it back right, since any set would move the zero point, too.

I know you had trouble, too, Keith, and I'll admit to being puzzled by it. My 
best guess is still that if setting it by the angles doesn't cure it, then 
there is something wrong with the torsion bar that has reduced its spring rate. 
The only things that I can think of that could do this are:

1) so much rust that metal has been removed weakening the bar.

2) a crack in the bar that means that it can twist a lot at that one point.

3) incorrect bar of smaller diameter on one side

There's nothing that will just change the modulus of elasticity of steel.
