Not sure where these shock towers are - nothing like that on my Type 3.  There
are rubber mounts between the front axle brackets and the body.  They shouldn't
move as they are meant to be bolted up tight.  I certainly don't advise grease
on rubber mountings - it might damage the rubber if it isn't an oil-resistant
type.  If you have to lubricate rubber, better to use a graphite suspension or
powder, unless it's obviously in an oily environment.

If it's only when you steer, check for stiff tie-rod ends - lift the front and
get someone to wiggle the steering and feel for creaking at each joint.  It may
be obvious that a boot is split and the grease washed out.
