That wire #18 is part of the cold start system. If that harness is
burned, or missing, you need to repair it to get good readings.
Check if it is pinched in the bellhousing. BTDT.
Also, without those tins under the fan housing, you are loosing a lot of
cooling air, so the head temp sensor will not read right.
