Thread-topic: [T3] Painting Front Beam

Now that I installed my new muffler, dampner, and tailpipe, I want to 
put on the NOS chrome exhaust tip I have. The chrome tip has  two 
holes drilled, one at each end. Am I supposed to drill holes in my exhaust
pipe? How is this thing installed?
