The problem with this would be getting the magnet to NOT stick to the fan 
(which is steel) instead.

IF the noisemaker is actually in the bottom, AND IF it is actually steel (not 
just a stone), then:

I wonder if it would be possible to use this to your advantage. Suppose you 
took a cow magnet and attached a cord (epoxy) to it. Then carefully stick it 
down the generator cooling hole (after removing the generator.) You might be 
able to get it to stick in the fan fins in such a way that it was sticking out 
from the face of the fan.

Then turn the engine CCW about 1/2 turn and then back again. The noisemaker 
should now be stuck to the magnet and you should be able to retrieve it back 
out thru the generator cooling hole.

The string is there just in case you drop the magnet, assuring you that you 
won't just make things worse.

OTOH, I'd be willing to bet that the noisemaker is either non-magnetic or is a 
bolt that will require fan removal to fix.
