Yes, those pins are the via posts. They fail because the solder doesnt wet properly to the pin... the pin surface is too smooth and likely oxidized after all these years too... so soldering is a temporary fix. I pull them all out, and solder in a peice of the correct size STRANDED wire, then cut off both ends leaving a new via post, which will grab the solder better being new and not round. Filters... being a failure analysis tech... Im akin to replacing any 30 year old electrolytic cap. But yes... the German stuff (Siemens) was pretty darn good!
