if we really want the Reply-To: to be set to the list address on all

Technically it's this simple: (or complicated.)

Greg, It amounts to changing one line in the file rc.submit

from:
       -a"Subject: Unidentified subject!" ${reply_to:+"-a$reply_to"} \

to:
       -a"Subject: Unidentified subject!" ${reply_to:+"-A$reply_to"} \

the '-A' ( as opposed to the '-a' )  will force an override of the 
current Reply-To.
