That is the problem with NOS... you think it should be New, and it may be, but after 30 years of storage it may be next to useless. This is often the case with sheetmetal, the primer they came in is very porous and will rust right through in no time at all, and you cant see all the warps and dings with the flat primer... and you often get alot of damage on a panel that has been dragged through dozens of swapmeets. Surface rust everywhere is a bitch to get off, and you need to get it ALL off and then fill ALL the pits before you paint. I always prefer good used with sheetmetal. Chrome parts are also tough with NOS, chrome scratches easily and with years of jumbling around.... and so are NOS brake parts which are often filled with rust and have decayed rubber, but sometimes can be rebuilt.
