Ugh.  You're running rich with that kind of mileage.  "Very low idle with the pedal to the floor" also sounds like over-rich.  "Had a rebuilt motor put in.." So you didn't do the work?  Something in the FI may have been hooked up wrong.  Look at the hose to the pressure sensor (both ends).  Massive leaks in the intake system can lead to super-rich conditions.  Also, you will want to verify the tune-up items BY YOURSELF.  Don't "have it done."  YOU need to make sure things are set correctly.  After you know the valves are adjusted, the points/dwell are on, and the timing is correct, THEN start looking into making sure the FI system was put back together right.  Check the plugs-- if any of them are fouled, you know which cylinders need attention.  Good luck with it!

Have not had the tuneup done for about 3 months.  ....
Had a rebuilt motor put in it in April.  Gas milage
has seemed to be maybe 15-20 max.
