I agree. I bought a 914 that had one of these fitted,
and could never get it to run properly.  I swapped on
a pair of Webers, and it ran much better out of the
box, and better still after a modest amount of
fiddling.  The single carb setup simply doesn't work
on a T4.

All of the T4 setups I've seen didn't use a bellows
for cool air, just tin to direct air from "above" in
to the fan.  I've never seen a 411/412 setup, but the
914 and at least some Bus installations do it this
way.
