I wonder if you're familiar with an air tool called a needle scaler. it has 9 or 10 small rods protruding out one end that act like mini jack hammers. It removes scale and rust down to the basic metal where a thin coating of rust will be left that can be gotten with a wire brush. Harbor Freight has them for $49.95, on sale at the moment. It makes an unbelievable racket, so you must wear ear protection, but it works.
