Both of your guesses are correct, but the fan is made from thin sheet steel and 
is already pretty light.

The cooling is already pretty good and gives no problems until folks start 
leaving out parts. For a really big HP engine the extra ducts MIGHT help, but 
they would have to be quite large if they expect to carry much air up there. 
That length at that diameter is pretty restrictive compared to what's already 
there.
