The "whirring" is not a voltage drop problem.

If you're still using your old 6V starter, this is your notice that 
you need to replace your starter. To do this, you will have to 
install a modified bushing to support the end of the starter shaft.

If you already installed the proper bushings and put in a 12V 
starter, then your 12V starter has a problem.

Either way, the problem is most likely in the starter drive, or 
Bendix. It's an "overrunning clutch" which is slipping when it should 
not. The only cure is replacement, and this is most easily done by 
putting in a good rebuilt starter.

If you have already installed a 12V starter without the proper 
bushing, then you might want to start by putting in the correct 
bushings and seeing if that helps.
