As the Piglet said, the switch to 12V came for the '67 model year and FI came in in '68. But don't neglect that carbs remained the norm in most markets outside the US for some time, and were in regular production right up to the end. 12V carbs are kind of hard to find in the US, but there are plenty of 12V Bus carbs, which use the same choke heater.

The picture you were looking at on the Samba is probably from my car.

=> I still have the 6 volt choke elements in but with a voltage drop on it.

It depends on what you're using for a voltage drop, but I expect this would be ineffective. Most of them are for low-current applications (clock, etc.), and higher-draw appliances (wipers, choke heaters) wind up starved.

John Muir's disdain for chokes is a little overblown.
