When adjusting the rear shoes, I get them so the shoes drag, then back them off a notch or so. Then check that they are free, or only the lightest scratching. At that the e-brake should start to bite by the 2nd ratchet click, and you won't turn the wheel by hand at 5 clicks. I've never had any problem with Type 3 handbrake adjustment - they work really well, unlike some of the modern VWs I've experienced. I don't think there's any difference between Type 3 models on this one, BTW. Dave.
