That sounds pretty normal. It will go as high as 28 for 55 mi/hr highway 
driving, but back down again if you want to go faster than that.

I have an engine tarboard (both the engine cover and the surround) that I could 
make a pattern from. I also have floor tarboards that I could measure and 
trace. I'm sure I have cars with good tunnel tarboards, but they would be much 
harder to measure and trace accurately since they are not flat.
