I will have to tell you that the lack of power is usually from one of the following: Incorrect engine timing clogged jets in the carbs carbs way out of synch and wasted rings/compression in any/all cylinders. I just went through this on my father's bus. Did a full tune up and it just idled purdy... then, put a load on it and it would barely get the bus to move. Ended up being toasted rings due to the PO running the bus without aircleaners and lots of crap ended up in the combustion chambers... many, many score lines.
