There is supposed to be another round cover that goes on the inside of the hole in the fender. The outer covers is then fastened with an M5 nut, the welded stud goes through a hole on the inner cover. The "long pole" is the torsion bar, the rear spring in fact.

It is quite easy to get replacement covers, the same cover was also used on the front valance on the 68 and newer beetles, where they served the function of being an access hole to pull the gear linkage out of the center tunell. Go to your junkyard, and you can find this cover on a couple of bugs (they have 1 cover only on each car so you need to find 2 bugs)

Its the hole that is there so you can remove the long
pole (don't have my Bentlty with me.) Anyway, how does this
round cover attach. The one I have has a threaded bolt welded
to the back side and a nut, but there is nothing behind it
(on the car) to tighten the nut against. Confused?
