That noise usually means air is going > through it. Mine definitely used to do a sort of whimper - a bit like a small dog might when you weren't taking him for a walk! It only happened once pressure was up, and I assumed it was the diaphragm vibrating as it allowed the fuel to pass - it would have been passing air all along, as the bubbling into the tank was audible while filling the lines.
