This is not unusual, because the copper crush gaskets often decay and fall
into the muffler, leaving space. The nuts can still be very hard to move.

I'll lend it, but you'd have to come here. ;)

Jim's right that the wrench won't necessarily help much if you've got
rust-welding going on, but you can get a lot more secure purchase on the nut
before you decide to give up and cut the muffler off.

What it does give you is a convenient way to loosen up and retightening
those joints once in a while to prevent rust-welding. Anti-seize lubricants
can help some, but won't last all that long.

This particular Type 3 design feature was not VW's finest hour.
