There's probably some of each, plus one of rpm. In general, in systems like this there will always be a small amount of fixed losses, plus some which are proportional to the thruput (because the forces on the gears increase as the thru put increases) and some losses that are a function of velocity, or rpm. The latter are most often due to the viscosity of the oil.
