In most cases, "garaged" just means that it was in a garage when it wasn't being driven. It doesn't really tell you much of anything about the condition or treatment of the car, except that it didn't spend a whole lot of time in the sun. "In storage for 20 years" would mean that it hadn't moved in that long, but it could still be a rustbucket, depending on the storage conditions and what shape it was in when first stored.
