Funny how some apparently similar markets were not treated the same. The 1500 and 1600 Beetles always had discs here, but they were only fitted much later in the USA; you (USA) always had the laminated screens, we mostly had toughened in the UK. Maybe they didn't put radials on as you already had so many extras on your cars. ;-) Maybe you get more rough driving - dirt roads etc, which could damage the early radials more easily - the old Michelin X was easy to split by kerbing, but I think they later improved the sidewall strength without it getting too stiff to work properly.
