I'm not really familiar with the early type 3 years, but I thought that ALL the type 3s had the vent hole there. I know that they all have it from 68-73. I believe there is a passageway built into the top tin that mates up to that hole. If you don't have a vent there, then no air can get thru the oil cooler, which would be really bad news.
