You CAN use radials on non-safety rims, as long as you use tubes in
them. And you don't need tubes in bias ply's  The idea is that because
of the sidewall construction of a radial, they can break the bead even
when properly inflated. Bias ply's don't seem to have this problem. 
Maybe it is because you cant corner a biasply as hard as you can a
radial.
I was running radials on VW's clear back in 1964 when I bought my first
VW.
