It just means that the hill was too steep for the compression of the
engine to hold the car. I always use first or reverse no matter how
steep the hill. And if the hill is steep enough, be sure and use the
parking brake. 
BTW, it is a parking brake, not an emergency brake.
Even an automatic should not rely on the the "Park" on steep hills. The
park pawl in the transmission is spring loaded and can slip with enough
force.
