I hear you can jack up a bolted-on  extension angle-iron to get more leverage to
bring the spring plates over the lug.  Not a job I've done on the double-joint
suspension.

I think the 1303s Beetles use the same covers - the ones with holes.  They're
available aftermarket quality (ie a bit thinner than originals, but not as thin
as rusted through!).
