I didn't intend to say it was a law, just courtesy-and how most people are taught or should be taught to drive. It makes the most sense, exits are generally on the right, so you would be slowing down if exiting anyway-therefore traffic to the right should be slower. I also think it is the safest, because your blind spot is larger on the right side of your vehicle, so that is a bad spot to be passing someone, i.e. they will have a harder time seeing you as they switch lanes...
