Here you go. Out of the 1961 parts book. My '65 and '69 books are not
accessible right now, so I can't see if it's in there:

It's real but it's not in my parts book either.  Maybe it's in the early
parts book?  Mine has a ton of addendums.

In my Beetle parts book, it's:
113 863 345 A   Retaining ring - Rubber boot
(Beetles use the same boot)

More info:
The boot has no holes or splits to adjust the e-brake cables so there is
just a split underneath so you can pull it back to adjust them.  The rubber
band keeps the boot tight on the e-brake handle under normal circumstances.
